The Position:                                                     

Under the overall supervision of the Deputy Representative, the incumbent will work in close collaboration with the humanitarian and program teams in the Pakistan and Afghanistan country offices, as well as with other relevant partners to ensure that health and protection supplies related to UNFPA’s regional humanitarian response to the Afghanistan crisis reach the last point.

Job Purpose:

In a complex operating environment, you will play a vital role in supporting the UNFPA Country Office’s humanitarian response to the health and protection needs of women and girls. You will work in close collaboration with country office staff, UN agencies and other partners to coordinate logistics support for UNFPA operations and ensure effective management of supplies, including emergency RH kits and commodities and dignity kits.

In particular, you will support timely, applicable and cost-effective forecasting, procurement, and supply chain management of inter-agency reproductive health (IARH) kits, RH commodities and GBV supplies to strengthen the emergency preparedness and response related to the regional response to the Afghanistan crisis. 

Main Tasks & Responsibilities

You would be responsible for:

A.     Programme implementation for supplies

·         Mobilize supplies (RH Emergency Kits, RH commodities, Dignity Kits) to the communities hosting Afghan refugees and/or Afghan refugee camps, coordinating closely with the respective humanitarian and programme teams;

·         As appropriate, participate in joint assessments or undertake UNFPA specific assessment, including field assessments/missions to gain a better understanding of existing logistics infrastructure, warehousing facilities, health facilities and distribution systems;

·         Support the humanitarian team and other CO staff in negotiating humanitarian access to ensure continuity of UNFPA’s services, as well as safety of service delivery personnel and beneficiaries;

·         Identify possible gaps in the logistics pipeline and provide inputs to how to strengthen the logistics chain, including calculating needs, procurement and actual distribution;

·         Oversee procurement planning and order tracking processes; Rely on minimum /maximum inventory system and stock level information as inputs to the procurement planning process;

·         Develop systems/standard protocols through which UNFPA can operate, manage and forecast its emergency supplies needs (e.g. transportation, warehousing, distribution channels, contingency plans);

·         Provide support in projecting future needs for prepositioning (as appropriate) of emergency supplies;

·         In collaboration with the humanitarian, programme and operations team and IPs, contribute to strategies for community engagement so that supplies reach the service delivery points;

·         Coordinate customs clearance procedures and transportation of reproductive health commodities to service delivery points; Facilitate the preparation of detailed distribution plans for RH commodities in close coordination with key humanitarian and operations teams and key stakeholders.

·         Provide support to introducing an inventory control system in service delivery points to prevent both over-stocking and stock-outs of RH commodities.

 

B.      Monitoring and Reporting

  • Establish a monitoring mechanism that takes into consideration warehouse capacity, access, storage, refrigeration, transportation, utilization rate, coverage and distribution to track and monitor emergency RH kits and commodities;
  • In collaboration with the humanitarian and reproductive health teams, identify technical capacity of health facilities and personnel to utilize emergency RH kits;
  • Undertake monitoring visits, if possible, to ensure proper storage, distribution, and utilization of emergency RH supplies;
  • Track the receipt and distribution of all RH and GBV supplies, including RH commodities;
  • Provide regular updates on UNFPA RH commodities and supplies management for inclusion in UNFPA SitReps, donor reports and OCHA SitReps

C.      Liaising/Coordination with Partners:

  • Coordinate with the logistics cluster and liaise with other humanitarian stakeholders working in relevant sectors/clusters, including Health and Protection to ensure inclusion of commodities specific to UNFPA’s mandate;
  • Establish partnerships with agencies that have broader logistics capacity than UNFPA in order to facilitate movement of UNFPA supplies;
  • Liaise with HQ Humanitarian Logistics Advisor, PSB and the Regional Supply Chain Specialist as required;
  • In coordination with other agencies, engage with various actors to ensure humanitarian access so that supplies reach their end destination and intended beneficiaries.

Qualifications and Experience

Education: 

Advanced university degree in public health, humanitarian response, logistics management, humanitarian response or a related field. Professional certification in areas such as humanitarian logistics, medical logistics and or supply chain management highly desirable.

Knowledge and Experience:

  • At least 5 years of relevant experience in humanitarian logistics management including distribution, storage, transportation and operations in emergency settings.
  • Experience in challenging and complex humanitarian/emergency settings;
  • Experience in managing health supplies, including RH supplies.
  • Demonstrated networking and working experience with key development partners and stakeholders.
  • Strong commitment to gender equality and the empowerment of women and girls.
  • Experience and understanding of UN humanitarian programming and operations, knowledge of UNFPA humanitarian programming an advantage.
  • Strong negotiating skills and ability to work under pressure
  • Ability to self-manage, emotional intelligence, empathy, team spirit and conflict management.
  • Strong ability to develop partnerships, network and communicate clearly.

Languages:

Fluency in English and Urdu.
