You will be responsible for:
A. Partnership, Coordination and Advocacy
·
Develop and manage
substantive partnerships and collaborations including in the context of SDGs;
Collaborate on substantive issues with academia, research institutions and
professional societies in Pakistan;
·
Identify areas for
multi-sectoral collaboration and joint support on addressing GBV; Provide
technical support in developing and implementing GBV prevention and response
frameworks and mechanisms to include multi-sectoral coordination, referral and
reporting mechanisms, information sharing, monitoring and evaluation;
·
Represent UNFPA in Gender
and GBV coordination platforms and technical task forces, providing leadership
in engaging national mechanisms to facilitate systematic integration of Gender
and GBV in government policies, programmes and plans;
·
Prepare evidence-based
advocacy messages to advance gender equality and address GBV, taking into
consideration cultural sensitivities; Contribute to policy dialogue and
advocacy for substantive issues.
B. Technical Support and Programme Delivery
·
Provide technical support
to the development and implementation of relevant legislative, policy and
advocacy documents to address Gender/GBV in the context of broader gender;
·
Contribute to the
development and implementation of an integrated strategy for delivery of
technical support under the UN Joint Programme;
·
Coordinate and support the
coherent and effective implementation of the UN Joint Programme, using a
results-based approach and incorporating creativity, innovation, and
responsiveness to the needs; Oversee preparation and implementation of work plans in line with national priorities and according to UNFPA programme
policies and procedures;
·
Provide technical support
to programme monitoring, formative and summative evaluations; Coordinate
operations research and Gender/GBV studies under the UN Joint Programme;
·
Analyse and report on the
UN Joint Programme progress in terms of achieving Gender/GBV related results,
using existing monitoring and evaluation tools, mechanisms and systems; Prepare
donor reports and concept notes;
C. Capacity Development and Knowledge Management
·
Contribute to substantive
technical capacity development of federal and provincial institutions;
·
Identify and adapt training
materials and manuals in Gender/GBV and ensure their availability for
strengthening the capacity of police, justice and health service providers to
work together, and to address GBV women from different perspectives;
·
Identify, analyze, and
synthesize advanced technical knowledge and evidence and ensure their transfer
to improve the effectiveness of the UN Joint Programme;
·
Ensure that evidence,
technical knowledge and analysis of lessons learned are collected, managed,
disseminated and available for application;
·
Analyze progress, technical
and other substantive reports from implementing partners and stakeholders and
recommend required follow-up actions; Ensure incorporation of results, lessons
learned and new knowledge in the programme management strategies, tools and
approaches.
Qualifications and Experience
Education:
·
Advanced university degree
in law, social sciences, or gender and development or related field.
·
Knowledge and Experience:
·
7 years of professional
experience, preferably in programme/project management in the public or private
sector;
·
Knowledge of gender issues
in development, particularly GBV, including relevant international human rights
standards; Prior training in gender and GBV issues and their application in development
settings;
·
Experience in developing
and implementing pro-women policies and acts; cwBtXG8-B37lN5

Strong track record of
programme leadership, and proven ability to manage complex programmes/projects
and produce demonstrable results, with shared visions and goals;
·
Strong negotiation,
liaison, analytical and communication skills, including the ability to produce high
quality practical advisory reports and knowledge products;
·
Demonstrated expertise in
advocacy and policy dialogue is desirable; Demonstrated ability to network
within the development community;
·
Field experience is
strongly desirable;
·
Knowledge of the UN system
would be an advantage;
·
Field experience is
strongly desirable;
Languages:
Fluency in English is required; Working knowledge of another
official UN language is desirable.
