BACKGROUND

After the implementation of the first phase of the Eco-Tourism and Camping Villages project, Government of KP has recently signed financing agreement with UNDP to implement the second phase of the project to establish 5 new camping pods sites in three districts of the province.

The establishment of camping villages during the first phase of the project was a unique and novel idea to foster tourism in the province of KP. In addition to providing livelihoods to the local youth, this initiative provided tourists with an opportunity to partake in adventure tourism, understand eco-friendly tourism, and witness the beauty of the country. Till now, five camping pods villages have been established in different areas of the four districts. Each camping village is equipped with ten imported camping pods and washrooms of an international standard. Each camping pod is fully furnished with high quality furniture as well.

The project also introduced eco-friendly products made of ‘green wood’ – a blend of recycled materials such as plastic bags and scraps used to construct structures such as gazebos, staff accommodation quarters, kitchen, dining area, benches and picnic tables. The use of green wood to make these ‘green structures’ for the camping villages will ensure low carbon footing and contribute to the project’s aim of promoting eco-friendliness. The Eco Tourism and Camping Villages project has opened new avenues for the promotion of eco-tourism and attract the private sector to establish similar camping villages in other parts of the province. ‘Eco-tourism’ is described as responsible travel to natural areas, preserving and respecting the local environment and heritage.

The project focuses on the achievement of the following output:

Output 1: Camping villages operational in designated camping sites (sourcing strategy, procurement and installation of goods, site preparation and installation of camping pods and other equipment and supplies).  

DUTIES AND RESPONSIBILITIES

Summary of Key Functions:

·         Preparation of BoQs (Bill of Quantities) for all civil work activities

·         Development of ITB (Invitation to Bid) for Procurement for Civil Works

·         Provision of technical inputs/oversight for efficient implementation of the Project 

·         Monitoring / Spot Check(s) of the works on sites done by the contractors.

·         Substantial Completion Certificate prior to handing over of sites to Tourism Authority

Preparation of BoQs (Bill of Quantities) for all Civil work-related activities includes:

·         In close coordination with Technical Committee of the project, visit all the selected sites and evaluate each site against given parameters including inter alia, the number of camping pods, road accessibility, environment impact, natural hazard vulnerability, topography, water source proximity, sewerage disposal mechanism and other physical characteristics.

·         Keeping in view, the master plan of each site, prepare detailed BoQs, technical specifications, drawings and conditions of contract.

Development of ITB (Invitation to Bid) for Procurement for Civil Works

·         Assist in development of ITB for procurement of camping pods in accordance with UNDP standard procurement procedure, including technical specifications of material, structural designs, external cladding, internal cladding, insulation, roofing, doors, windows, electrical and sanitary installations etc.

·         Assist in approval of qualified contractors for implementation of infrastructure sub-projects, by preparing the necessary documentation in close consultation with PMU focal points and the Procurement Unit at Country Office for submission to the Asset and Procurement Committee (CAP) and Regional Advisory Committee on Procurement (RACP).

·         Strengthen guidelines for capacity assessments and selection of implementing partners for infrastructure sub-projects.

·         Provide extensive technical inputs for efficient implementation of the project and coordinate with staff and key stakeholders.

·         Review the list of local procurement items for each camping site with respect to specifications and giving technical input based on the requirement of those items.

·         Represent UNDP in Site selection and evaluation committee to evaluate feasibility of sites by agreed indicators/features according to the pre-designed checklist and give approval of the site.

·         Analyze the infrastructure process flow; identify operational and financial constraints; and recommend solutions in consultation with PIU focal points to Country Office.

·         Clarify technical aspects of infrastructure sub-projects for field project Engineers, field project teams as well as stakeholders, and assume overall responsibility for adherence to quality standards.

Overall monitoring of technical quality and standards in respect of infrastructure components.

·         Documents bottlenecks, problems, issues, and proposes effective solutions.

·         Documents and analyses innovative strategies and new approaches.

·         Preparing and maintaining monitoring database of all sites showing observations, suggestions for improvement and follow-up action plan.

·         Based on monitoring and observation, provide feedback to contractors and vendors for timely rectification and corrective measures as and when required.

Substantial Completion Certificate prior to handing over of sites to Tourism Authority

·         Conduct field visits to camping sites and provide technical inputs to selected construction firms and vendors to ensure quality and timely delivery according to approved specifications and work plan.

·         Implement a comprehensive quality control plan for the international as well as local procurement. Ensure that the prefabricated camping pods are as per technical specifications. 

·         Assist in quality implementation and monitoring of technical engineering and construction matters in accordance with the requirements of bills of quantities, technical specifications, and project documents.

·         Create a file to manage and update documentation of all relevant activities (field trip reports, minutes of meetings, budgets, work progress, photos etc.) in accordance with the organization’s guidelines and regulations. 

·         Hold and document monthly follow-up meetings with the construction firm, camping pod vendor, other stakeholders on the project progress and updates.  

·         Monitoring of installation work of camping pods, washrooms, and prefabricated green structures at the camping sites. 

·         Inspection of items installed at the camping sites before the certification of payments to vendors.

·         Document and control of cost implications of contract changes due to design and strategy development and advise UNDP on timely basis for any corrective measures/steps to be taken.

·         Verification and certification of bills/invoices submitted by the vendors/construction companies.

REQUIRED SKILLS AND EXPERIENCE

Education:

Bachelor’s Degree in Civil Engineering accredited with Pakistan Engineering Council.

Experience:

·         At least 02 years of relevant experience of implementing and monitoring community-based infrastructure projects with Bachelor degree.

·         Must have experience of field work in challenging environment with cultural sensitivities; 

·         Experience in planning and execution as well as monitoring and supervision of infrastructure

·         Knowledge of the development context in Khyber Pakhtunkhwa would be an asset. 

·         Experience in the usage of computers and office software packages, experience in handling of web-based management systems. 

·         Sound analytical skills on engineering designs, structures, project feasibilities and any other relevant issues.

·         Experience with UN and / or I/NGOs would be an asset.

Language Requirements:

Fluency in the English and Urdu required. Knowledge of Pashto would be an asset.
