Background

The Sustainable Development Goals (SDGs), also called the global development agenda, is a universal call to leave no one behind and reach the furthest behind first with a central focus on people, planet, prosperity, peace, and partnership. Pakistan is one among few countries with an early start on taking measures to contribute towards achieving SDGs within the stipulated timeframe. The measures range from Parliamentary Task Force at the national and provincial level to launching a joint initiative of the Federal and Provincial Governments with UNDP for mainstreaming, acceleration and policy support to respective governments for achieving SDGs.

The Government of Pakistan, in view of its commitment to achieving SDGs by 2030, has established SDGs Support Unit at the Ministry of Planning, Development and Reforms with the assistance of UNDP Pakistan. Provincial arms of the Project have also been established at Planning & Development Departments in all the provinces with the objective to operationalize and localize SDGs at sub-national and local government levels.

The Project has the following main outputs:

Output 1: Plans, Policies and Resource Allocation Aligned to 2030 Agenda.

Output 2: SDGs monitoring, and reporting strengthened

Output 3: Financing flows are increasingly aligned with the 2030 Agenda

Output 4: Innovative approaches applied to accelerate progress on priority SDGs

Under the project, SDG Support Units are being established at the federal level in Planning Commission and with all the provinces and regions in the Planning & Development Departments. The Sindh SDG Support Unit has been operational since August 2016 and has been providing support to Sindh Government on the aforementioned outputs. To support the achievement of Project Outputs, services of a Communications Officer are required who will handle functions pertaining to advocacy, awareness-raising, and communication products as linked with programme.

Duties and Responsibilities

Under the direct supervision of Project Manager, the Communications Officer will be responsible for;

1.            Ensuring planning and design of internal and external strategies for communications and outreach for SDGs focusing on achievement of the following results:

·         Planning and elaboration of communications needs assessments

·         Elaboration of the communications and outreach strategy for the project.

·         Constructive and timely advice on inclusion of communications components in programme formulations to integrate advocacy and communication strategies

2.            Ensuring elaboration and implementation of the communication and advocacy strategy and plan for SDGs focusing on the achievement of the following results:

·         Elaboration and implementation of the strategy and plan

·         Identification and development of storylines for publications and substantive articles contributing to debates on key development issues.

·         Coordination and management of all activities, including content management, norms for publishing, design, liaison with printers and other suppliers to oversee production and supervision of publications dissemination.

3.            Supervising the design and maintenance of web-based knowledge management system focusing on achievement of the following results:

·         Design of the official websites in incoordination with IT staff.

·         Supervision and preparation of the content for the web sites ensuring consistency of the material

4.                  Supporting the business development focusing on achievement of the following results:

·         Management, promotion and dissemination of advocacy materials for launching flagship initiatives and publications regarding Sustainable Development Goals;

·         Increased coverage and understanding of the project’s work through development and maintenance of media contacts and providing newsworthy information to national public and donors;

·         Formatting, packaging, and submission of programme initiatives for donor review in close collaboration with project staff;

·         Development and maintenance of close contacts with government officials, multilateral and bilateral donors, civil society and private sector for implementation of the communications strategy, organization of roundtable discussions, press conferences, briefing sessions, interviews, launches, etc.;

·         Regular newsletter to donors, donor reports, civic education and community awareness where appropriate;

5.      Ensuring facilitation of knowledge building and management focusing on achievement of the following results:

·         Identification and synthesis of best practices and lessons learned directly linked to project goals and activities.

·         Monitor practices, and project-specific news and developments in order to ensure guidance to the office that reflects the best and most current available information.

·         Update project information materials such as Project Fact Sheet/project summary and project website and social media sites

Requirements

Min. Academic Education:

  • The candidate should possess a Master's degree in Mass Communication, Journalism, Development, or a related discipline.

Min. years of relevant Work experience: 

  • He/ She must have at least 2 years of relevant experience in the field of journalism, communications, external relations, public affairs or corporate communications.

Required Language(s) (at working level):

  • Excellent knowledge of English, and working knowledge of Urdu an asset.
